This is carder waste. We call the fine wool carder The Queen. The Queen does an excellent job of removing short fibers and VM. In an effort to keep up with the sustainable practices here, this carder waste from the 2nd card on the Queen is excellent mulch material. Sterile from the wash, it does contain VM.
